Huntington Beach's 2023-2027 strategic plan is well underway, with 53% of the plan completed as of the latest update. This represents a significant 21% increase since the last update. The plan, which includes eight overarching goals, 23 strategies, 98 tasks, and over 70 key performance indicators (KPIs), is on track to achieve all goals by the end of 2027. The city council adopted the Strategic plan on October 3rd 2023.
The strategic plan is designed to ensure transparency, accountability, and alignment with current resources and policies. These updates also give the city council opportunities to provide feedback and suggest amendments. The Strategic plan is anchored in a service vision statement, reflecting a dedication to providing responsive and exceptional public service.
Several goals have seen substantial progress. Goal one has been successfully completed with the adoption of an economic development strategy. Goal five is also 100% complete, following the creation of a legislative platform for the city. Other goals are in progress, with staff actively working to achieve the outlined objectives.
A notable development is the increase in tasks being put on hold. This is due to staff identifying and implementing alternative cost-saving approaches to achieve the same objectives. For example, the city introduced Streamlined Surf City, a virtual development service and permitting platform, instead of creating a physical space. These strategies are expected to optimize resource utilization while maintaining desired outcomes.
The city has also launched a public data dashboard on its website. The data dashboard can be found under Department City manager's office strategic plan. This dashboard will utilize KPI data collected by staff to track the progress and achievements of each goal.
Looking ahead, future tasks include monitoring and tracking KPIs, completing the remaining initiatives of Streamlined Surf City, launching an online performance evaluation system for city employees, collaborating with Janur Housing Corporation, and building out the real-time crime center with dedicated staff. The city will continue to provide biannual updates on the strategic plan's progress.
